Health


  • Critical review and analysis of Service Level Agreement (SLA) arrangements to establish contract compliance. Identified key areas of non-compliance to allow Trust to negotiate recovery of in excess of 10% of annual service charge.
  • Management of hard FM management contract on behalf of NHS Trust. Regular auditing of key supply chain members and development of contra-charge arrangements and incentivised payment mechanisms.
  • Various NHS Trusts - Selective compliance auditing and reporting providing detailed analysis and reporting to allow Estates management to demonstrate contract compliance and implement procedural improvements.
  • Area Lead appointed to support NHS England to deliver a programme of refurbishment and redevelopment projects to Primary Care facilities in the South West funded under the Estates and Technology Transformation Fund. Responsible for the management of a consultancy team undertaking due diligence and technical assurance on all schemes.

Higher and Further Education

  

  • Develop, procure and implement a series of Framework Contracts for both Consultants and Contractors to deliver a series of capital projects ranging from £1m to £15m using the NEC Form of Contract. Following the successful appointments, provided ongoing Project Management services under the Framework Agreement for a series of new-build and refurbishment projects ranging in value from £1m to £6.5m during the 4 year term.
  • Refurbishment and redevelopment of Grade II listed Bio-sciences facility (£3.5m) in 2 phases. Management of the multi-discipline design team and Framework Contractor throughout all stages of the project under the NEC Form of Contract. Delivery to strict time, cost and quality criteria in a live, operational environment and responsible for including liaison and regular status and performance reporting to satisfy both the estates and academic stakeholder groups


Local Government

  

  • Client-sided Project Manager for a proposed crematorium redevelopment project on a live operational site within an Area of Outstanding Natural Beauty. Responsible for the management of the project team consisting of consultants and a Main Contractor under the terms of a national Framework Agreement. Project execution governed by the principles of MSP and Prince2 using a staged approval and delivery process.
  •  Delivery of a programme of viability assessments in conjunction with the Council Property Asset Management team to consider opportunities for adopting alternative service delivery models for various Council services, improving space and property utilisation and maximising efficiencies within their property portfolio. Circa £200k savings identified for further review and implementation. 
  • Programme management of a diverse range of finalisation projects in connection with a Stone Mine stabilisation project under the NEC Contract. Projects included the restoration of amenity areas and facilities, landscaping, public arts works, environmental monitoring and the close-out of residual project risks and planning conditions. Liaison with resident groups and local councillors and responsibility for regular reporting to the Council Programme Management Board and Council Representatives.

Sector and Project Experience (2 of 2)

Aerospace/Manufacturing

  • Achieved a 25% year-on-year saving providing strategic FM Consultancy advice for the complete Estate. Procurement and contract services for the provision of hard and soft FM services provider
  • Project and Cost Management services on a wide range of new build, refurbishment and maintenance projects on Aerospace site ranging from £250k to £20 million. Co-ordination of stakeholders, design team and contractors. Feasibility, pre- and post- contract services and strategic advice in connection with numerous facilities and aircraft development programmes.
  • Procurement and management of design team to undertake a feasibility study for proposed new engineering facility to strict time, cost and quality criteria. Facilitation of the development of a detailed business case in conjunction with the Client key stakeholder group. Successfully managed the procurement of design team to develop the scheme and ultimately procure a main contractor.
  • Project and cost management services for a variety of fast track, Construction Management projects within a automotive production environment. Responsible for the delivery of projects to strict time, quality and cost criteria.

Defence

  • Ministry of Defence – Provision of Project Management services to the Output Cost Study Team assembled to undertake a strategic review of defence costing methodology, based at Army HQ in Andover.
